Luis Chen González

Bachelor of Commerce with Specialization in Accounting, obtained in the University of Panama, in the month of October of the year 1974. On December 10, 1974, obtains his license of professional qualification of public accountant, which leads number 432. In August 1999, he obtained a Postgraduate Degree in Mediation, in the Panama university. He also has a Postgraduate in Alternate Methods of Conflict Resolution and a Master’s Degree in Mediation, Negotiation and Arbitration, obtained at the Latin American University of Science and Technology (ULACIT), in the years 2003 and 2004, respectively. In the field of teaching, he served as an accounting professor at the University of Panama, and also teaching seminars through the association of professionals called the Movement of Independent Public Accountants, as well as in the auditors’ firm independent, Chen, Gordón y Asociados.

He has worked in private companies, holding various positions:

Singer Sewing Machine Company (General Accountant); International Construction Systems (Comptroller-Treasurer
and then General Manager). In the public sector, he worked in the former Ministry of
Treasury and Treasury, in its capacity as Fiscal Auditor (declarations examiner
sworn income and accounting records of taxpayers); in the Controller General of the Republic, he worked as Systems Analyst of Accounting.

On July 28, 1977, together with his colleague Gustavo Gordón Lay, they founded the firm of public accountants, Chen, Gordón y Asociados, through which, since then and uninterruptedly, both like other partners and colleagues members of this firm, practice professional practice in their condition of independent auditors, consultants and experts in matters of their competence
professional.

The accumulated experience of the public accountant Luis Chen González, includes works of independent or external audit, in the sectors of commerce, services, banking, manufacturing industries, construction, agricultural activities, livestock, non-profit organizations, universities and other educational entities, among other sectors. In the matter of expert reports, it has been carried out in a less than one thousand two hundred (1,200), cases in which he has been an expert designated by some part and by the courts and prosecutors. His performance as an expert has been in the arbitration jurisdiction, in CeCAP Centers, CESCON and ad-hoc arbitrations; as also in civil, labor Courts (including the Conciliation and Decision of the MITRADEL), criminal (including Prosecutor’s Offices and Criminal Courts), Courts of Commerce, Maritime and Family Courts and in the Supreme Court of Justice; A) Yes as well as in the public administrative sector and the tax jurisdiction, including the DGI and the second instance exercised by the Administrative Court Tax (TAT).

The Luis Chen González was a candidate for the Controller General of the Republic, proposed before the plenary of the National Assembly, in the last election held for this position in 2014. Among the multiple activities and union positions and citizens, was president of the Association of Public Accountants of Panama and the Movement of Independent Public Accountants and also re-elected president of the Federation of Professional Associations of Panama (FEDAP), and in the latter condition, he was also a member of the National Council for Evaluation and Accreditation of the Quality of Higher Education in Panama (CONEAUPA).
He has been a member of the Technical Board of Accounting, the supervisory body of the
professional exercise, during several periods totaling more than fifteen years, until the month of August of 2017, proposed by associations of the organized guild of public accountants.
